Banning the tush push required 24 owners votes. The Packers couldn’t recruit enough votes at the meetings in Palm Beach, Fla., in late March and early April, reportedly persuading only 15 other owners to go along with their cause, and the vote was shelved. But they felt more confident this time around and seemed to have momentum on their side.

To make matters worse, the NFL chose the Green Bay Packers as the poster child for the rule change, to no avail. The Philadelphia Eagles didn’t take too kindly to that, but it will probably come back to haunt them in a year when this proposal most likely resurfaces.

Which teams voted against the proposal? The Philadelphia Eagles are an obvious one as the inventor and most frequent user of the "Tush Push." But several other teams stuck with the Eagles, including Dan Campbell's Detroit Lions and John Harbaugh's Baltimore Ravens. Here's the full list, per ESPN:
