A federal appeals court has reversed a lower court's ruling, clearing the way for the Trump administration to cut billions in foreign aid funding this year.

In a 2-to-1 vote, a federal appeals court panel ruled that foreign aid groups that sued to recover funds that President Trump froze cannot challenge the decision.

A divided panel of appeals court judges says the Trump administration can suspend or terminate billions of dollars of congressionally appropriated funding for foreign aid. Two of three judges from
