Newark Liberty International Airport suffered its second air traffic control outage in two weeks Friday, the Federal Aviation Administration confirms, capping another week of problems for travelers heading to and from New Jersey.

United said it has historically flown 440 flights daily out of Newark, but after cutting flights earlier this spring due to the runway construction and the latest cuts, it is now down to 293. The FAA last year relocated control of the Newark airspace to Philadelphia to address staffing and congested New York City area traffic.

When the agency approved moving Newark air traffic controllers to Philadelphia, it said the odds of a dangerous communications breakdown was about 1 in 11 million.
