Prosecutors in Arizona have dropped all charges against a deaf Black man with cerebral palsy who was beaten by Phoenix police in August after he didn’t respond to their orders, authorities announced Thursday.

Oklahoma paid $175,000 to settle claims that its highway patrol used excessive force against Pearl Pearson, who sued after being injured during a 2014 traffic stop when he was unable to communicate or follow verbal directions. He was beaten "to a pulp," his lawyer Derek Burch said.

All charges were dropped against a Black man after bodycam footage released earlier this week shows two Phoenix police officers shouting orders at him as he’s lying face-down on the ground – with one officer repeatedly punching him and another officer tasing him.

The August incident is under investigation by the police department's internal affairs division and is being reviewed by the Maricopa County Attorney's Office.

Tyron McAlpin had been charged with resisting arrest and assaulting officers. Body-cam footage showed police attacking him.
