Hi Harsh, yes the summit has been made vehicle free in line with the historic and cultural sensitivity of the area also safety for those walking and sharing the road. However if your parents have their senior or disability cards with they can get access from the barrier . You will need to have these with you though and it may be possible to check with the park before you go to ensure that they will be accepted .The summit is well worth the walk up and one of the best free vantage points.

Yes there is public transport. Check out this site for bus routes and times. I can not put a link in this reply. But Google Auckland Transport and you will get their site. They also have an app too. the walk to the top is lovely. Allow time to wander and it could take an hour or so to get to the top. If you are fit and in a hurry then you could get to the top in 20 minutes. The slow option is much more rewarding :)
Q:
can you drive to the top?
A:
Yes all the way to the top to the monument
Q:
What is the distance to climb the hill?
A:
I actually to a cab up to the top and walked down. But I would say about 2-3 miles.
